Can homeowners apply for a Building Permit?
Yes, in an owner occupied home,homeowners who are either doing the work themselves or agree to supervise construction can apply for a Building Permit. However if they do so the Building department will not be able to ensure that the contractor has the proper licenses or insurance. In addition the homeowner may not be able to receive access to the Home improvement guarantee fund in the event of fraud or shoddy workmanship.
